On the morning of Tuesday, 30 June 2026, at the Head Office of Banque Pour Le Commerce Exterieur Lao Public (BCEL), a kick-off meeting was held to officially launch the Credit Guarantee Scheme following the execution and registration of the Credit Guarantee Agreement between the two parties.

The meeting was co-chaired by Mr. K L Wong, Chief Executive Officer of Lao Credit Guarantee Sole Co., Ltd. (LCGC), and Mr. Nalin Silavongsith, Deputy Chief Executive Officer of Banque Pour Le Commerce Exterieur Lao Public (BCEL).

The primary objective of the meeting was to introduce the key liaison teams from both organizations who will be directly responsible for the implementation of the partnership. The meeting also included a refresher training session covering the credit guarantee application procedures, guarantee terms and conditions, and the mechanism for information exchange relating to credit guarantee operations. In addition, both parties discussed and agreed on an implementation plan to commence the issuance of guaranteed loans to the target beneficiaries.

BCEL is one of the six partner banks that have registered a total guarantee facility of LAK 50 billion with LCGC. The collaboration between LCGC and BCEL marks another significant milestone in promoting greater access to finance for Micro, Small and Medium Enterprises (MSMEs). Through the Credit Guarantee Scheme, MSMEs will have improved access to financing by addressing the challenge of insufficient collateral, which has long been a major barrier to obtaining bank credit. At the same time, the scheme will help mitigate lending risks for participating financial institutions.

On this occasion, Mr. K L Wong, Chief Executive Officer of LCGC, presented a commemorative plaque to Banque Pour Le Commerce Exterieur Lao Public (BCEL), which was received on behalf of the Bank by Mr. Nalin Silavongsith, Deputy Chief Executive Officer. The plaque symbolizes the strong partnership between LCGC and BCEL and their shared commitment to enhancing MSMEs’ access to finance in the Lao PDR.

During the visit, the LCGC management team also paid a courtesy call on Mdm. Saysamone Chanthachack, Chief Executive Officer of Banque Pour Le Commerce Exterieur Lao Public (BCEL), to further strengthen the cooperative relationship between the two institutions and reaffirm their commitment to supporting the sustainable development of the MSME sector.
