On the morning of Thursday, 25 June 2026, Agricultural Promotion Bank (APB) hosted the official Kick-Off Meeting for the Credit Guarantee Scheme at its Head Office, following the successful execution and registration of the Credit Guarantee Agreement between Lao Credit Guarantee Sole Co., Ltd. (LCGC) and APB.

The meeting was jointly chaired by Mr. K. L. Wong, Chief Executive Officer of Lao Credit Guarantee Sole Co., Ltd. (LCGC), and Mr. Philavanh Sophabmixay, Chief Executive Officer of Agricultural Promotion Bank (APB).

The primary objectives of the meeting were to introduce the key focal teams from both organizations that will directly coordinate the implementation of the credit guarantee scheme, review and clarify the operational procedures, eligibility requirements and information-sharing mechanisms and discuss the implementation roadmap for the commencement of guaranteed lending to eligible target beneficiaries.

APB is one of the six participating financial institutions (PFIs) that have entered into a Credit Guarantee Agreement with LCGC. The Bank has registered a Credit Guarantee Facility Limit of LAK 200 billion with LCGC to support the rollout of the scheme.

The partnership between LCGC and APB represents another significant milestone in promoting access to finance for micro, small and medium enterprises (MSMEs) in the Lao PDR. Through the Credit Guarantee Scheme, eligible MSMEs will be able to obtain financing despite having insufficient collateral, thereby addressing one of the key barriers to accessing formal credit. At the same time, the scheme helps reduce the credit risk assumed by participating financial institutions, enabling them to expand lending to viable MSMEs with greater confidence.

During the meeting, both parties reaffirmed their commitment to close collaboration in ensuring the effective implementation of the Credit Guarantee Scheme and contributing to greater financial inclusion and sustainable economic development in the Lao PDR.

On this occasion, Mr. K. L. Wong, Chief Executive Officer of LCGC, presented a commemorative plaque to Agricultural Promotion Bank (APB). The plaque was received by Mr. Philavanh Sophabmixay, Chief Executive Officer of APB, as a symbol of the strong partnership between the two institutions and their shared commitment to improving MSMEs’ access to finance through the Credit Guarantee Scheme.
